The Rural Information Center (RIC) is a joint project of the Extension Service and the National Agricultural Library (NAL). RIC provides information and referral services to local government officials, community organizations, health professionals and organizations, cooperatives, libraries, businesses, and rural citizens working to maintain the vitality of America's rural areas. The Center combines the technical, subject-matter expertise of Extension's nationwide educational network with the information specialists and resources of the world's foremost agricultural library.

The Office of Rural Health Policy in the Department of Health and Human Services (DHHS) and the NAL jointly created a Rural Information Center Health Service (RICHS) as part of the RIC. RICHS collects and disseminates information on rural health issues, research findings related to rural health, and innovative approaches to the delivery of rural health care services.

SERVICES:

Provide customized information products to specific inquires including assistance in economic revitalization issues: local government planning projects; rural health issues; funding sources; and other related issues for the purpose of monitoring the quality or rural life.

Process a broad array of general and funding information requests on such topics as:

Refer users to organizations or experts in the field who can provide additional information.

Perform brief database searches of requested topics on a complimentary basis.

Furnish bibliographies and Rural Information Center Publication Series titles.

Identify current USDA and DHHS research and Cooperative Extension Systems programs.

Bibliographies in the Quick Bibliography Series of the National Agricultural Library, are intended primarily for current awareness, and as the title of the series implies, are not indepth exhaustive bibliographies on any given subject. However, the citations are a substantial resource for recent investigations on a given topic. They also serve the purpose of bringing the literature of agriculture to the interested user who, in many cases, could not access it by any other means. Abstract: Since the late 1950s and 1960s, New Hampshire has experienced unprecedented growth. During the past two decades, this growth has begun to be felt in the state's North Country, particularly among its many small communities. As a result of developmental pressures in this region, numerous local problems related to the environment and socioeconomic conditions surfaced. The responsibility for meeting the challenges of such growth and development often fell on amateur bureaucrats. Relatively little is known about how representative such officials are of their local citizenry in terms of attitudes and opinions or sociodemographics. This paper presents the results of a study comparing demographic characteristics and assesses the congruence of attitudes of citizens and local government officials in the North Country of New Hampshire.

Abstract: Community development practitioners are faced with a complex array of challenges and opportunities brought about by technological change. Some communities seem to be better able to deal with change than others. It is believed that the attitudes of leaders and residents toward community change underlie local actions. The similarities or differences between attitudes of leaders and residents may indicate the amount of community support for or opposition to various local actions and therefore affect the community's ability to deal with change effectively. In an attempt to better understand attitudes toward community change, this paper examines several factors believed to affect such attitudes. Leaders' and residents' attitudes are then compared. Leaders differed significantly from residents in socioeconomic characteristics and were more change-oriented. The level of psychological attachment to the community and the degree of participation in local organizations had the strongest effects on both leaders' and residents' levels of interest in affecting community change. Strategies for more effective local action relevant to community development practitioners are presented.

Abstract: The relationship between the different ways leaders may relate to rural communities and their ability to relate to extracommunity individuals and organizations is examined. Drawing from the insights of Merton (1957) into local and cosmopolitan influentials and a newer literature on community attachment, two dimensions of attachment to the local community are identified. A survey of 75 leaders in five midwestern rural communities provides evidence that sociodemographic and social-network characteristics of leaders have different relationships to the two dimensions. Implications of the findings for understanding the effectiveness of leadership in rural communities are discussed.

Abstract: Many communities in the Southeastern United States have experienced dramatic social and demographic change during the past two decades. Much of this change is brought about by population growth as well as other socio-economic transformations such as increases in per capita income and educational attainment. One result has been an obvious change in leadership and social structure at the county level as engendered by these population and socio-economic factors. The objective of this research is to examine the nature of leadership and structural change in a Southern county that has been experiencing this categorical type of transformation. More specifically, this research focuses upon how changes in local leadership affect the social structure and how this changed social structure affected decision making at the county level.

Abstract: This study reports on the outcomes of a leadership program designed to develop a cadre of local leaders in voluntary associations to be active in identifying and resolving local and regional issues. The analytical method selected was a preexperiment design using the one-group pretest-posttest procedure. Knowledge gains of participants showed statistically significant differences at the posttest. Gains in the capability to use knowledge and self-confidence as a leader were positive, but only a small number of the measures used were statistically significant. The outcomes show that members of voluntary associations gained in terms of their knowledge of leadership but evidenced limited improvement in their capability and self-confidence to use the skills in contexts within the community. The implications for community development practitioners are: (1) voluntary associations are an important means of recruiting and developing local leaders; and (2) extension home economics programs that focus on broad issues, as opposed to disseminating traditional subject matter, perform a vital community development role.

Abstract: Project LEAD trains adult leaders and high school students to work in teams to address school, family, and community needs through direct service projects and advocacy. Each team consists of an Adult Leader, four students selected in a peer- or s elf-selection process, and a Co-leader, usually a teacher, who has an interest in working with young people in order to foster their growth in the areas of decision making, problem solving, interpersonal relations, leadership style, and communication. Through the use of resource materials and formal workshops, the team is trained in community research, organization, management, and action planning. The project is divided into the following five components through which this manual will guide you: Adult leaders-responsibilities and skills, Community needs assessment, Selection of student leaders, Program development and implementation, Public relations-informing the public.

Abstract: The relationship between the social networks of leaders and community viability is examined in a comparative study of leaders (N = 75) in five rural communities (population range, 1,000 to 2,500). The analysis looks at leaders' connections to organizations outside of their communities and at different kinds of linkages between leaders within their respective communities. Leaders in more and less viable communities do not differ much in characteristics such as age, education, and occupations, but the presence of women in leadership positions is associated with community viability. In addition, there is some support for the expectation that leaders in more viable communities are more likely to have formal linkages to statewide and national networks. The most important finding, however, is that the way in which leaders relate to each other in instrumental tasks within their respective communities is associated with community viability.
